There's a set of reasons why I sometimes call Gotham City "the City of Yesterday" in the same way that Metropolis is publicized as "the City of Tomorrow". Look at the stories centred on Renee Montoya during her time as part of the cast of the comics series Gotham Central written by Greg Rucka and Ed Brubaker.
