There's a set of reasons why I sometimes call Gotham City "the City of Yesterday" in the same way that Metropolis is publicized as "the City of Tomorrow". Look at the stories centred on Renee Montoya during her time as part of the cast of the comics series Gotham Central written by Greg Rucka and Ed Brubaker. Her treatment by many fellow police - most such officers were not fellow members of the Major Crimes Unit that she was part of at the time - after being outed by a smitten and vengeful Harvey "Two-Face" Dent as lesbian was Less Than Kind. The architecture mirrors the bigotries there.
