Maybe they were trying to recapitulate the Oathbreakers in Lord of the Rings, but didn't realize a) that's fiction, and b) anyway, there is no Isildur figure to curse them into a fearsome ghost army.

Where do we get a fearsome ghost army these days? It might be more useful.
