Did you ever read Charles Stross' The Jennifer Morgue(2006)?
It's got the underpaid bureaucrat-spy thing going, although a fair part of the book has the protagonist acting like a faux-Bond* because he's up against an enemy who's under magical wards** which can only be penetrated by following the Bond archetype.
Any road, I recommend it if you've not.
*He finds this as uncomfortable as any of us would. **It's set in a Lovecraftian 'verse, with a large dose of technomagic--apparently programming and magic are very similar, to the point that programmers summoning demons and such is a constant issue.
