Sandbaggers is the awesomest spy show in awesomeland, at least for its first two series, and the third one does not suck. Available from Netflix, or it was, and it's a Yorkshire TV production (I think) written by a former British agent (who mysteriously disappeared, no really) that served as fairly obvious source material/inspiration for Queen and Country and Spooks.

It is the Bureaucrat As Spy trope taken to the wall, and it is AWESOME.
