He was at King Richard's Faire the one year I went! I can see why you thought of him. The fact that a core element of the majestic bellowphone is a kazoo really makes it.

I am pretty sure I liked Monsoon Wedding when it came out, but all I actually remember about it is images in a dimly lit room, oddly enough.
