The way you describe the setup causes me to think of Wicker Man, and that way lies the primrose path to madness...
The Wicker Man is one of the many, many films which Hot Fuzz alludes to and plays with, and one of the few I recognized immediately—I tend not to watch action movies, so I couldn't catch most of the buddy-cop references unless explicitly underlined by the film, but my brother informs me that there were dozens. There is also the presence of Edward Woodward in the cast, which is sort of an allusion in itself. (It's a ridiculously awesome cast. If you look it up on IMDb, it's like a roster of character and comedic actors. Going back for decades; my father and I had to stick around for the credits to be sure of all of them.) I can't remember if you saw or liked Shaun of the Dead, but I would recommend both it and Hot Fuzz. They're in a universe all of their own.
