I haven't seen the movie Naked City, but I remember as a child being in the room with the TV series that I presume was based upon it, which is to say I sort of remember the theme and the catch-phrase "There are a million stories in the Naked City."

I believe it's eight million, after the concluding line of the original film: "There are eight million stories in the naked city. This has been one of them." It's a police procedural with iconic documentary-style location shooting of New York City in 1948. I think you might like it.
